Montoya said he had planned his murder after it was perceived a pay-off of the official had been reneged upon, Latino Fox News reports.
He told police he had sent an emissary with $400,000 (£424,343) to the AG, but the individual had lied to him and said the deal had been done when in fact he had actually pocketed the money.
Montoya said he had had the man killed after the truth came out.
Elsewhere, Eduardo Sanchez Zuniga, the suspected leader of the Los Cabezas de Puerco (Hog Heads) gang ws recently arrested in Mexico by Federal Police.
The gang achieved its name after its members "tossed the heads of hogs outside the businesses or homes to put pressure" on those they were hoping to extort. They have also taken part in kidnapping.
