The incident, which took place in broad daylight last Thursday (August 25th), saw a group of gunmen burst into the Casino Royale and set it alight.
According to the Mexican attorney general's office, a police officer from Nuevo Leon state is one of several suspects the authorities have taken into custody as part of their investigation.
The attack, which has been linked to members of the Zetas drug cartel, represents one of the worst episodes of violence to take place in Mexico in recent years.
Nuevo Leon was recently forced to fire many of its police officers and hire new recruits after discovering widespread corruption, as the wealth of the drug gangs had enabled them to infiltrate the force.
It is estimated that at least 40,000 people have been killed in drug-related violence across Mexico since 2006.
